The cost of Scouts is fairly easy to figure out: one Scout requires 150 Carats, while a 10-pull costs 1,500 Carats.
Exchange Points are just as crucial. One pull on a specific Scout awards you with one Exchange Point, and hitting 200 Points allows you to exchange for an available featured Trainee or SSR Support Card from that Scout. Exchange Points don't carry over to the next Scout. This makes it far easier to determine how much topping up you should do when you've already started pulling.

Not directly.
Support Cards can be leveled up by using Support Points and Monies. In order to increase their Limit Break level, you need more copies of the same Support Card or another eligible uncap resource.
Carats can be used indirectly as you can spend them on Support Card Scouts in order to gain new cards or duplicates.
Can Paid Carats Be Used on Both PC and Mobile in Umamusume?
It depends on which Paid Carats you purchase and how you link your game data.
